For most organizations, the cost of labor is the greatest cost. Therefore, careful consideration of this resource should include proper selection, training, and appreciation. Likewise, the manager guiding this HR function should be fully qualified to do the job.
One of the most salient problems with human resource "managers" is that they manage too much. This is to say, they manage day to day activities but do not manage strategically and they do not effectively lead.
The biggest problem with HR managers is that they are rule
enforcers. This is necessary, of course, but they are not appreciated
by other managers when they always tell what cannot be done. HR
managers should assist other managers in accomplishing their goals.
This often means offering ways around rules. If HR managers want to be
part of the TMT, they need to be focused on accomplishing goals and not
blocking goals.
